If you are starting with a color image and want to convert it to black and white and then color in certain parts of the image, then you can do that with adjustment layers, and it is pretty easy. I have created a short video tutorial on this subject that you might want to check out.
This video goes over the process of converting an image to black and white using adjustment layers and then going back to re-color portions of the image.
