Photoshop CS – Program will not start!

I get a pop up box that says "Could not initialize Photoshop because the file is locked. Use the ‘Properties’ command in the Windows Explorer to unlock the file"…. How do I do this…

That would seem to be a Windoze message, so you might search for "something like"

Windows Explorer unlock
or
windows explorer properties unlock

control panel>internet options
you should find there how to unlock..

Get the file name, do a search for that file, right-click that file, select properties, the ‘lock’ is there, if it is not locked, then you have a permissions problem.

Try to access PS under the actual ‘Administrator’ account to see if this is still a problem.

my guess is that it’s the preferences file and that he’s either not an administrator and doesn’t have proper access set up (per the FAQ) or that the user id is corrupted and setting up a new admin user will fix it.
