Arrow keys not working – Help!

Installed Photoshop CS on new PC and have found trying to nudge move selections with the arrow keys is not working at all. (Athlon 64 PC with Windows XP pro). Any suggestions how I can resolve this? (Please reply to group as e-mail is invalid to avoid spam).
