Hi

I just got a fake tatoo and took a photo of it. The problem is the tatoo is blue and I want it to be black. Any Idea how I can change the color in photoshop?

There are numerous ways to change colors and the particulars of the image and the desired change would dictate which approach to try first. Lacking any specific information about your image I would say check out either the Replace Color command: Image>Adjustments>Replace Color, or the color replacement tool. Information on both can be found in Help>Photoshop Help.
