Remove matte finish in scanned photos

Is there any trick to removing the matte surface finish pattern from scanned photos, either B&W or color? I’ve been playing around with noise and blur, but without satisfactory results. Since matte surface finishes are so regular, I thought that someone might have come up with a preset.
