How do you get multiple pictures into the Layers Palette?

I would like to work with layers to create a new photo. I can open multiple photos, but I cannot seem to get multiple photos together in the palette. I just end up with a separate palette for each photo. With each indiv. photo I can make a layer, but I can’t drag another photo into the palette, I can’t cut and paste, etc. I have viewed on-line tutorials, read two separate books and on-line help and they all seem to indicate I can just open multiple photos, unlock, layer, make alterations, then merge together. I can’t figure out if I’m just missing a very important step or if I am having software issues. Can anyone out there help me? Thanks.

Ursula,

One method is to use the Move tool to simply drag one image that you have opened onto another image. If you hold down the shift key while you do this it will center the image. Another method is to have the image that you want copied to another image highlighted and press Ctrl/A. This will cause the "marching ants" to appear around the perimeter of the image. Then you can use the standard copy/paste features to copy the image, highlight the target image and paste it.
