I just tried the boxs align right align left….horizontal and what not and my buttons dont work….help please!

Unlike word processing applications where you can center an object on a page, Photoshop doesn’t work that way. What you align in Photoshop are layers and I think you may be able to align shapes…I don’t use shapes often, so I’m not certain of that.
For something such as you describe, you would want to place your image on a layer and delete the area around the image so that anything else in the layer appears transparent. Then, create a new layer or promote the background to a layer by double-clicking it. Edit that layer as desired to create the frame around your image. Then, link the two layers together and choose the Align options from the Layer menu to align the layers as desired.

Shift-dragging a layer between 2 differently sized docs will center the layer.
Otherwise, you can crop the image to the desired size, then add canvas equally on all 4 sides for your border/frame.
Not sure what your first post means.
Any time you put the layer on the clipboard and past it on the new document it will be in the center.
Click oncein the Layers Paletteon the Layer with your picture to target it.
Select all (CTRL + A)
Choose Move Tool (V)
Now click on both the horizontal and vertical centering buttons in the Options Bar.
Picture Layer is now centered in the document window.
