Open both images. Using the Move tool drag one image into the other’s work area. Save the result as psd. Close the other image.
In the Layers palette move the one you want as background to the bottom.
But that’s only the beginning. You will probably need to do some extraction or masking on the photo layer, depending on what the image is like and how you want your composition to look.

Several ways. Here’s a couple:
Double-click on the jpg icon to open one. Then double-click on the other icon to open the other one. Or go to File>Open in Photoshop and choose the images you want to open.
Two document windows should open. Drag one to be next to the other.
Thanks Ed, I did what you said, but when I try to drag my photo image to photoshop,which is open and has the beach image open,it replaces it with my photo image??, hmmm.. how do add the two images,so that I can see them both in photoshop??,sorry, but I do not understand what to do. Thanks.

You have to have your Layers Palette open at all times so you know what’s going on.
