Does CS4 basic have a plugin to correct night time noise?

Well, there’s the Filter>Noise>Reduce Noise. If you are going to use this, I recommend applying it to a selection of your shadows first (you can use Select>Color Range>Shadows for this).

A 3rd party noise reduction package such as Neat Image or Noise Ninja will do better, though.
