Spotlight in CS4

I have been working on an image that I want to add spotlights to a stage scene. The first spotlight can be added easily with the Lighting Effects filter. I should be able to add additional lights by clicking the lightbulb icon in the filter. This does NOT work. Anyone have an idea how to correct this or is it a glitch in CS4.
