Can somebody tell me if a one-hard-drive setup can run Ps as fast as a dedicated scratch disk can if that one disk has like a zillion GB of unfragmented free space?

as fast? probably not. there’s only one read/write head and it can only do one thing at a time. fast enough? yes. in most cases.
