Question about "Adjustments" and "New Adjustment Layer"

There are two ways to apply the Brightness/Contrast command in legacy mode, Choose Image > Adjustments > Brightness/Contrast
or
Choose Layer > New Adjustment Layer > Brightness/Contrast

but i found the results are different,
