How to make a textured background?

I am fairly new to PS (Elements 7). I have a photo collage that I would like to print for framing. I would like to put a soft blue background around the photo (like a mat) with a little texture. I can’t seem to figure out which tools to use to get the flat blue background to adopt texture. I would appreciate any suggestions.

did you put the blue on it’s own layer under the photo?
if not do it that way
then run a texture filter on that layer

Yep, I have the background in its own layer. When I pick a color and use the paint bucket, the whole background changes underneath the photos.

I found the texture filters and was able to play around with a few. That will take a little getting used to.

Do you know how to make a checkerboard effect similar to what PSE displays when there is no layer selected?

I know how to do it in PS
I don’t have elements

couple different methods

I got a shape tool preset called tiles
downloaded at Adobe Exchange

also got an action called grid maker from that site
you have to fill some squares manually
another action called CHEXL it is weird you have to ignore the alien skin and other prompts, and it ends up blue and black but you can remove the blue later

under texture filter>patchwork
set relief to zero

you could set guides to the grids and then fill them one by one turn on view>snap to grid

do a small section.. merge down and then duplicate it a few times or save it as a pattern then use FILL>pattern and choose it
