I am having problems with the file above when I try to resize it down to 360 X 359 pixels in height (it originally is at 524 X 523). The image quality seems to really suffer when I print it at 360 X 359; however when I go to print with preview and manipulate the scale print size of the original to 360 X 359 (or any smaller size, for that matter) it prints off perfectly! It’s perfectly clear.
Now, this wouldn’t be an issue if I simply needed to print this image off, but I need to take the resized (360 X 359) image and put it into other programs (and then print it off).
It seems rather odd that the image quality suffers significantly when I try to reduce the size of an image through the "image size" function, but the image quality does not suffer when I change it through the "scale print size" function in "print with preview."
Any suggestions to rectify this issue would be GREATLY appreciated!

When you’re changing it in image size you’re throwing away pixels and then printing. Scaling it in the print dialog, you’re still working with all of the pixel information.
Why resize the image at all? Keep as much of the pixel information as you can, and resize it in the page layout software or whatever you’re using, this will keep all of the pixel info of your image intact. As it is already, the image is of a very low resolution and not great for printing, so you wouldn’t want to reduce it further.
