HELP: Best way to take photos from Web

I went to a city website and want to use some photos (that are not copyrighted)in a report. My save as jpg did not produce a good image that could be scaled up. How to do?

If it’s been reduced for a web page (normal practice), you’re not going to be able to scale it up to a "good image". Can’t be done

If they are authorized photos for use by people dealing with that city, they should have a link to higher res versions. Contact the city’s communication director or whoever might be in charge and see what they have available.

There is often an assumption that the contents of a government web site are public domain. Content produced by the government entity may be public domain but the site might use other works protected under copyright of the original photographer. By contacting the photographer (or media manager) directly, you can obtain the original higher resolution images and permission. Perhaps the only permission currently granted is to use the very low resolution images you now see on the web. There may be a charge for better images.
