– How do you rotate a new form without rotating the layer it’s on?

I’m trying to punch an elliptical hole in a background. I created the ellipse, but need it slightly angled, and can’t turn it without turning whatever’s inside it on the current layer it’s on (it’s cutting the layer with it).

Any suggestions?

I’m trying to punch an elliptical hole in a background. I created the ellipse, but need it slightly angled, and can’t turn it without turning whatever’s inside it on the current layer it’s on (it’s cutting the layer with it).
