I saw many tutorials out there but most do not show the weathered look

basically
layer one (background) bottom: photo of a wall OR fill with texture>bricks- you may want to add a transparent gradient layer over it for the colors as shown in your example- it goes from red to green

then make layers for the text and signs- put these layers on layer mode> softlight or other mode that allows textures to show through

to make the signs and tags look old and weathered- add masks to those layers- you can use a texture filter on the mask to add the paint chipped effect , then make a brush with odd shape tip- a rough-edged shape and paint that onto the mask blotting out some portions of the text and tags so the wall can be seen through

well I combined a few things I saw in some tutorials and some things I just knew already-
I got this
