No tools work, can move only, hand symol forever!

It happened few times: I pressed inadvertently some keys and from that moment on I couldn’t use any tools like select a rectangular area, magnify etc. Whatever I chose, in a photo window I had a hand symbol only. Quitting and restarting the Photoshop 7 didn’t help. Only after rebooting a computer I had normal behavior.
What’s going on?
I have no problem with the system. It is NOT the Caps Lock key also! It can be any complex key on my remote Logitech keyboard with e-mail, media, search etc keys.
Is there a method to figure it out? Is it a FAQ?

if it’s not you space bar sticking (often brings up the "hand") check the faq for "Dialog box is missing".

if you’re not sure WHICH dialog is missing, resetting the prefrences (also in the faq) will solve the problem.
