"More useful" depends on what you want to be able to do. Adobe has added layer mask capability Elements in 9.0, and that brings it almost to the level of PS 6. Maybe better than PS 6.
There are features in the full versions of Photoshop that most people never use. For that matter, Elements has features some people will never use.
I don’t know if Elements 9.0 has the Lab Color mode or not. I use that quite a bit in CS4, but if you don’t know what this is then you needn’t worry about Elements having it.
The only way you are going to know if Elements will work for you is to download the trial version and use it.
