Float the layer issue

I just recently purchased a new computer. I am now using Windows 7 Ultimate. I upgraded my PhotoShop from CS2 to CS5. I have come across an issue that I haven’t been able to solve.

I create flyers that have a lot of layers. With CS2 I was able to open my base file then drag new layers into it with no problem. Now when I open the base file, I need to select "float the layer" before opening my other files. Then when I open a new file to drag into the base file, it is opened directly on top of the base file and I have to the float the layer before I can continue. I have to do this with every new file I open which gets a bit tedious after the 20th file.

I have searched the help with no results. I have gone through all the menu commands to see if there was some setting I could change but I haven’t found it.

Does anyone have an answer for this?

Not sure if this is what you want, but you can put a file on another one by selecting the move tool, dragging the opened file up to the tab of the other file and without letting go of the left click on the mouse drag the mouse back to the opened file. This will place the other file directly on top of the opened one.
