Phostoshop adjustment layers?

Hi, I watched tutorial on youtube (
http://www.youtube.com/watch?v=3rTkzBUhGwE) and I can’t figure how he manage that he first makes B&W adjustment layer, after that he makes new layer with "Blur" effect. When I try to make new layer, I only get transparent layer, or copy of previous B&W adjustment layer.

Can anyone explain how to do this? (Sorry about my bad english)

This is a tutorial that shows what Mark Galer’s "High Impact" Action does. The Action itself can be downloaded at

You aren’t going to be able to tell what he did on the Blur layer from following the tutorial…just what the effect is. Galer is selling his Actions, so he’s not going to reveal what he does on each step.

While I can’t tell you what Galer specifically did, what he’s doing in general is duplicating the Background layer (Control J) and then applying a blur to that layer using the drop-down Filter>Blur and then choosing a setting from the choices now available.

The mistake you’re making is creating a new layer instead of duplicating the Background layer and applying the blur to that layer.
