I forgot to mention…once you’ve installed this action into Photoshop and used it, you will have the option at the end to add another sharpening effect to it. Once the cartoon action is finished, you will get a "Stop" window. Click on the "Stop" button, then in the action palette, click on the little arrow at the bottom to start the next action which will add that extra sharpening effect. Once you’ce done that, you can determine if you like that extra sharpening effect or not. Just undo and redo the sharpening effect to see which way you like it better.

I don’t look at the action you post above (I have no need for cartoon at the moment), but in the past I have done few (as well as painting). Because one of my goals was to to take the opportunity to learn more about Photoshop so I didn’t use any 3rd party plug-in nor action but whatever Photoshop had to offer. I believe in some photo I used some plug-in came with Photoshop, most of them I did without. It was much simpler than I had expected, and they were better than most plug-in can do.
It was many years ago, and I tried many different styles as well as some commands like Blending I am never been good at. And doing it yourself you will have lot of choices, you can adapt any of your most talent to it.
Because I did what came to my mind so I can’t give you step-by-step, but I can give you some important commands/tricks etc. for you to do it.
1. Layer(s) and Opacity are needed. And sometime you need to increase the Color, Brighness etc. way out of wax, so when you blend or adjust the opacity it/they will have more appeal
2. Threshold is one of the most important parts. If you haven’t tried the *Threshold * then give it a try
Just combining the Threshold and a Layer(S) of wacky color (you can use Opacity, Blending, Layer Mask etc..) you should see some form of cartoon right before your eyes. Now combining with other commands and talent(s) you should be able to have much more than any plug-in or action can give you.
Example I can have some part of the photo Watercolor and other part is Cartoon style or any combination (this trick you will need Layer Mask)
