How can I make a circle in photoshop, like in paintbrush. I dont want a solid color circle, just one with a black outline.

There are a number of ways to do it depending on what you want to do.

Here’s ONE easy way. Click on the eliptical marquee tool. Hold down shift and drag. Next, Edit|Stroke and there you have it.

what do you mean by "cut" a circle? you can use the circular marquee tool (and shift key) to define a circle, then delete it. or you can define the circle, then crtl-shift-I (invert selection) then delete to remove everything BUT the circle. or you can copy and past to a new layer, etc.

OR you can also do all of the above with the shape tool, or with paths.

so the answer is, it depends. 🙂

I understand I can use the OLIPICAL tool and shift key. Again the question is how to make a circle a given size and at a given location
