Photoshop will do it. Any filter , coloring ,plugin can be applied to a small section of the photo. Two ways.
First , take the lasso or the straight version of the lasso and go around the edge of the area you want to affect.A flashing line will be there (called marching ants). Now any filter plugin blur, whatever will only effect that area.Called a work path.
Can also be done as a cut and paste. First make a copy of your picture with a different name 02Photo. Take your photo and make your marching ants. Go to select , inverse. Cut. This will leave only your section to change. Do your stuff .Select all , copy. Bring up your copy picture , and paste. Will come up as your section with whatever you are have as background color. Take magic wand , be sure to turn off anti-aliased , select on background color and cut. Should line up pixel to pixel as long as you haven’t changed size.This way offers you a little more control as you can erase lines , fade layer ,etc while pasting back on.Then flatten image.
