Joe, load the spectrum gradients by going clicking on the gradient tool, then the gradient in the options bar and then the small triangle in the upper right of the window and then spectrum gradient. Check out the next to last one on the bottom row. Once you have it loaded, make a new layer, choose the rectangular marquee and drag out a rectangle. Drag through the rectangular selection with the gradient tool. Deselect. Choose Filter>Distort>PolarCoordinates. this will give you a rainbow circle. Cut it in half by dragging the rectangular marquee across the bottom and hitting the delete key. Now hit Ctrl + T to get the free transform and drag one of the side points out to make the rainbow wider.
