When I try to change the size of the area cropped, whichever line I’m trying to move seems to move in rather large increments. Other times it seems to jump from the edge all the way to where the white border ends. Is there some way to make it’s movement a little finer?

Hold down Ctrl (Command on Mac).

If its really bad…clean your mouse! Another thing to try is guides.

Turn off the ‘Snap to guides’ and ‘Snap to Document Bounds’ option.
