are we talking captian of the football team dreamy, i’m naked with 3 arms and a pet iguana that gives me stock tips dreamy or cloudy dreamy? To help, we need as much specific detail as possible since there are few limits as to what Photoshop can do and how.

Diffusion and Blur techniques?
Bye the bye, that Dreamy filter was a free offer from autofx.

Try either of these effects:

make a new layer, fill with white, make a round feathered selection and delete the center of the layer, then adjust the blending mode and transparency. this will give you a vignette look.

or, make a new layer and click on filters>render>clouds. adjust transparency to show image underneath through.

that should be enough to make you dangerous.

Flaming Pear also has something like that…can’t remember what it is called though.

Otherwise yeah…AutoFX. Or how about trying Diffuse Glow?
