PSCS scans the entirety of the plugins folder (including subfolders). Some companies, most noteably AutoFX, feel the need to pile hundreds or even thousands of files there.
Best way around this is to re-install any that have the option of moving their data files (brushes, textures, frames, whatever) to somewhere else.
PSCS boots noticeably faster than PS7 when this folder is not bogged down.
