This can be done easily by making a pattern of alternating white and black bars, and then applying it to the layer above the image. Then use either multiply or screen in the layer options to see the image beneath.

The problem is that this is the thing that i don’t know how to do…Please can you explain more clearly How to make it???

note that there seems to be some displacement too. see the guy w/the glasses and cell phone, it’s shifted to the left.

from the top.

start w/a color rgb image. hit image> adjustments> desaturate. add a hue/sat. adjustment layer. select the colorize check box, adjust the color (blue in the sample image).

select the original layer. dup. the image to a new layer (crtl-a, crtl-j), drag the copy an appropriate amt. then turn it’s layer opacity down to an appropriate level (looks to be about 15-20%).

THEN search for and add tv scan lines. OR apply filter> sketch> halftone pattern. (size appropriate (~1-3), contrast to taste (5ish), pattern type – line).

I did a pretty good approximation in about 5 minutes.

looking again I see 2 things. that image is made up of at least 3. the writing hand on the left, the walkin’ dude in the middle, and the cell guy on the right. It appears that only the cell guy’s image is displaced as i described above. also the writing hand on the left seems to have the hand itself masked from the colorizing i described.

to do that, simply use a black color paint brush and paint directly on the hsb adjustment layer mask to "uncolorize" the area you want to show through.

If you’re talking about the lines over the image making it look like an old monitor, it’s something I’ve done several times. I got the exact method from the Kaliber10000 crew (http://www.k10k.net). Here’s what it says on thier site:

"What we do is that we simply draw a 1-pixel high horizontal line in a light or dark color, in a layer on top of the image. Then we draw another line which is spaced so there’s exactly one pixel space between the two lines. Then we copy these lines until they fill the whole image.

After that, we fiddle with different adjustments on the layer (overlay, screen or darken usually works best), and the colors of the lines, until the image looks right."

Or make a 1pixel wide 2pixel high new document, make the top pixel white and the botton one black.
Then define pattern. Then use the pattern stamp tool to paint over (on a layer) any image. Then change the blending mode.
