I was wondering if anyone could recommend software that is good for the ‘Ken Burns Effect’ ie moving image.

Sure. Use a motion picture technology, just as he does.

If you mean simple zooming-in and out and paning on the computer screen, then use File – Export – ZoomView. It’s been in Photoshop since V7.

Take a look at "Still Life" ($25) from Granted Software (www.grantedsoftware.com). Particularly good examples at this site.
