The program Photo-Brush has an image adjuster called Polarizer which does exactly what it suggests.
Does anyone know where I can get a plugin for PhotoShop which does this operation?

No software, no plugin can do what a polarizing filter does. How do you expect them to guess and recreate what was hidden by reflections?
