How can i change some1’s face into something (like a devil) without cut or copy. Can i do this with photoshop?

Photoshop 7 and CS have the Liquify tool. (Shift+Crtl+X) That will turn anybody in to anything.
But the best tool for your question is Google. There are about a zillion tutorials for this.
