In Photoshop 7, is it possible to select multiple TEXT layers, and apply a color to all of them at once – rather than going over them individually?

You could use a layer syle "Color Overlay". Copy the layer style, link all of the text layers together and paste the layer style to linked.

Link them together and hold down the Shift key while you change the color in the options bar (with the text tool selected). You can do the same if you want to change the font or size on all text layers at the same time for instance.
