Image Menu, Image Size, deselect "resample image", then adjust either the resolution or the document size accordingly.

but you can not go up on the DPI, only down. is that correct?
You can go anyway you want, as long as you don’t resample the image, setting pixels per inch just tells the printer, or another program basing its output on inches (or cm) how to treat the image. If you resample, and increase the pixels per inch, you’re telling Photoshop to invent new pixels.
If your camera is set to the highest resolution, max pixels and quality, then you’ll be fine for print quality when re-sizing to 300 ppi. When you take a digital picture that is 72 ppi, 20 inches by whatever, and reduce to 8×10 and 300 dpi FROM THE ORIGINAL FILE, you will not lose quality. My camera was taking pictures at those sizes, then I somehow did something that made it take 8.4" x 6.4" at 300 ppi and the quality of prints is the same, even enlarged to 18×24 (I’m using a 5 MP camera). Something about the information (exif) stored in the original file. I’ve not had the same success enlarging AFTER transferring to a different canvas. Re-size first, then transfer.
If you get bad pictures look at your printer settings.
With a 3 Mpixel camera and using PS’ Bicubic you get good 8×10 pictures even bigger if the original is well exposed and you manipulate it well.
I am speaking jpg’s and now raw. Raw is much better.
Have seen 20×30 enlargements done in PS only, fairly good.
