Gradient/Scanline Tutorial

In the Photoshop Gradient Editor there is an option under gradient type called noise. A roughness of about 85% should work.

That’s really odd, I just clicked the link
http://publish.shaw.ca/yellowman/learn.htm and was able to see the page. Anyways, I have attached the background as a gif file to this message.
I’ve also created another webpage at

http://yellowman20.tripod.com/learn.htm

which shows the background. Only thing is tripod put a banner in the

middle

of the background, but I think you can get the feel of it.

Have a look at the tutorial at- http://www.webclass.ru/tut.php?tut=118

copy the finished image paste it into photoshop and apply a 1 pixel Gaussian Blur.
Should get you what you need.

You might try starting with a blue background, plain or with some vertical gradation; add monochromatic noise, then pick up a one-pixel-wide strip and stretch it horizontally to the desired width. If you’re very particular about the pattern, colour the strip by hand (with the Pencil or a brush) before transforming it.
