Highlight/Shadow filter in Photoshop CS

It would seem that the highlight/shadow filter opens when editing a 16 bit image, but moving the sliders doesn’t seem to change anything. I can’t find any documentation on whether it is restricted to 8 bit images.

Works fine for me in high-bit, though I don’t really understand how to best use this new tool. It seems prone to posterization, but I’m probably still not using it correctly.
