Ok.. When I open up photoshop it starts fine.. no problems.. and the first time it opens it has a window that pops up and says this..

you currently have Adobe Photoshops primary scratch and Windows primary paging file on the same volume, which can result in reduced performance. It is recommended that you set Adobe Photoshops primary scratch volume to be on a different volume, preferably on a different physical drive.

now.. I have no clue what it means.. i’ve reinstalled and everything and im seriously boggled.. i can’t figure it out and its driving me crazy.. like i said it starts and everything fine.. except when i go to select something of an image and drag it out, it freezes my whole computer. i dont know what the problem is. please help!

Sounds like two separate issues.

1. The warning: If you only have one drive, ignore it.

2. Full system freeze: What are you system specs? Include motherboard, processor, Windows version, video card, etc.
