xp or win 2000 or setting

Photoshop under win 2000 has the layer that is selected outlined and one is able to grab its edges and stretch them, in my xp machine i don’t have that ability. I’m guessing its a setting i’m missing on the photoshop on the xp machine or does xp not support that?
