Making an image look like a cartoon

In the past I have made the image of a face look like a line drawing so as to add it to a cartoon sketch.
It was a long while ago & I have forgotten how I did it. How do you recommend I do it using PS7.
I have looked through the filters but non seems right.

Thanks, There are far more requests for help than answers on the posts on Google.
I did find that Kodak PicturePlayground has a program that does the entire job for you very well.
