I used the horizontal marquee tool, made a selection on my page and then filled it blue using the paint bucket.

I’ve now decided that the size of the area that I filled in with the blue color is to large and I wold like to resize the height of the selection.

I’m not sure how to do this or if you can. Would someone know if this is possible or do I have to delete this layer and recreate it with the marquee.

click on the layer with the selection, go to edit/free transform ,now you can change the selection ,enter for finish..
if it for any reason not works go back in your history palette , go back just before the selection and select again!
all work done after the selection will be erased and need to be done again.!!!

go back in your history palette , go back and click on if you select a rectangular "rectangular marquee" and deselect !!! have just tried myself.

The Paint Bucket is not the proper way to fill a selection. The paint Bucket is not a fill tool; it’s a fill and replace a given color tool. When you click with the paint bucket, it examines the color of the pixel you clicked on, then spreads outward in all directions, filling as it goes, until it hits the selection edge or a pixel of a different color.

If the area you selected was not all one solid color, the Paint Bucket would not have filled the whole selection with blue.

In order to fill a selection, there is no need to use any tool at all. In Photoshop, you fill a selection with the foreground color by holding down the Option key (PC: Alt key) on your keyboard, then pressing the Delete button on the keyboard–it’s as easy as that.

You can change a selection by using the Marquee with the Shift or Option/Alt key held down. To add to a selection, hold down Shift when you use the selection tool. To subtract from a selection, hold down Option/Alt as you use a selection tool.

You can also modify the selection from the Select menu; however, this may make the edge of the selection fuzzy or blurry.

If you create your rectangle on a layer, you can transform the layer, or select a part of it and delete it.

If you create your layer as a vector object, you can resize it without any loss or degredation.
