Certainly. Nikon has released a raw plugin that works with PS 7.0. Adobe has release a raw plugin that works with PS CS (and may work with 7.0 for all I know).

Nikon software can convert the file to a tiff or jpeg, which you can then open in Photoshop.

Photoshop CS will convert RAW (or Nikon NEF) from many cameras, including all the popular Nikon and Canon dSLR’s. Just double-click on the image in File Browser to open the RAW converter.
