After using Photoshop Elements 2 for a couple of years, I would like to upgrade to Photoshop 7 and I figure I might get a good low price at this time. Googling shows some deals like from flashcorp for $79 (downloads only) and an OEM software dealer asks for $39.
I am skeptical about such low prices. Any guidance or thoughts about this or about where I can get a legit copy of Photoshop 7 at a low price would be a great help. Thanks.

You should be skeptical of them. It’s pirated software. If you actually get a copy, you won’t be able to register it. Most of the time, the company just wants your credit card number and info.
Are you a student or is there a student in the family? The cheapest way to get a legitimate copy is to by an academic version. It’s the same as the full version, just has a note on the splash screen that it’s not for commerical use. Any student, K-college, is eligible for the academic price. http://www.academicsuperstore.com

The "OEM" software deal is actually not OEM–there is no OEM Photoshop 7, and even if there were, it is illegal to sell OEM software without new hardware.

Most of the so-called "OEM" software sites are run out of countries like Russia, Latvia, Rumania, and so on. You will get no software by ordering from them; what you’ll get, if you are foolish enough to give the criminals who run them your credit card number over an unsecure server, is a credit card that’s maxed out and a bunch of charges you don’t recognize. (It’s a booming business, though; you’d be surprised how many people are willing to hand their credit cards to criminals in Eastern Europe in the hopes of cheap software.)

You’ll probably be contacted by Art Schwartz in email offering to sell you software through one of his warez sites like "Perfect Shareware" soon. If you are, do a Google group search for "art schwartz" to get an idea what you can expect to receive if you give him your credit card number. (Hint: he has a criminal record for fraud.)
