I saw a program yesterday that launched Photoshop, told photoshop what images to load out of a folder based on variables, cut out a simple background based on a color range, apply a new background based on variables as well as some other images, all based on the images loaded or variables passed to photoshop some how, then saved the end result as a JPG in another folder. Is this a function of Photoshop and if so where can I read about how to do this.

no. if you want to use variables you need scripting and or the sdk (depending on how deep you want to go). the scripting plugin is available for free from the download area. the sdk is only availble to members of a cult:
