You have two choices. Crop it in size or save it as a JPEG a higher compression.

You really need to provide more information if you want a meaningful response. What size is the picture and what is the format (TIF, JPG, BMP, etc.) ?

Or
just go to
File > Image Size
and make it whatever you like.

Understand that he is not trying to change the image in pixels but rather file size from 100KB to 80KB. He certainly can reduce the file size using image size but he’ll have to lose pixels to make the file size smaller. The alternative is more attractive in most cases: increase compression. More compression is preferrable to fewer pixels.

By saving it again. But, it’s best to save the original at a compression setting and see what size it is. If it’s too big, go back to the original and save it with greater compression. If it’s too small, go back and save the original with less compression. But remember to make it a "Save As" otherwise you lose the original.
