Yes, there is a heart shape in PS7, but you still didn’t answer his question.
Using that heart shape, you can crop the picture in the shape of a heart, but that’s hardly a frame.
Making frames is simply a matter of knowing how to manipulate selections.
-Use the custom shape tool to draw a heart over what you want to keep. -Ctrl-Click to get a selection of the same shape, then delete the vector heart layer.
-On a new layer, fill that selection with red, or another heart-like color. – Using Select > Transform Selection, hold down Shift and Alt (Shift to keep proportions and Alt to resize from center) to make the selection smaller than the filled heart shape until you have the thickness of frame you want. -(If you don’t like the uneven thickness of doing it this way, try the Select > Modify > Contract command.)
-hit delete to remove the extra stuff from the middle.
-Add filters, layer styles, etc to make it pretty.
-Hopefully you can figure out how to use selections to delete the corners of the picture, or heck, just paint over it with a white brush. Whatever works.

What version? There is already a heart shape under the Custom Shapes in PS 7. Maybe in 6 as well.
