Adobe installed a droplet that does exactly that. It is in your samples\droplets\photoshop droplets folder.

Here:
C:\Program Files\Adobe\Adobe Photoshop CS\Samples\Droplets\Photoshop Droplets\Aged Photo.exe

Drag a picture onto the icon and POOF – aged photo.

another DIY way is:

1 – image grayscale

2 – image duotone

3 – then play with the setting in a creative and productive way

jjs’s is probably the best n quickest solution

i mention the above in the hope of encouraging exploration of some of the scope and range this fantastic bit of kit has

Tea will do just fine. Lipton, anyone? Try green tea for a funky "rotten old photo" effect. 🙂
