Help with circles

I am trying to draw a simple line circle 12.5 inches round and for the life of me i cannot do it
any suggestions please

rolex,
go to windows/show/show rulers. with the move tool selected (or holding down the ctrl key)
click and drag from inside the measure edge. You will drag into the document a blue guideline.
drag it to where you want one of the edges of the circle. drag another line 12.5 inches from it.
(in both cases, you can see the measurement and figure it out) drag a guideline from the top, and then another guideline 12.5 inches from it. with the circular marquee tool drag from corner to corner. The guidelines will pull you into them like a weak magnet and it is very accurate. If the circle placement is not important you can just hold the shift key while draging the curser from the upper left corner and then down to the lower right. Look in one of the measurement guides and you will see a faint line representing your curser. Drag to the right until the line is at 12.5 lift cursor. from inside the selection drag the circle to the desired location.
Then stroke the selection in the center.
I know this is obvious but you need to make sure that the document is at least 12.5 inches Vand H.

Contact your nearest middle school and enroll in 7th grade geometry. Are you talking about diameter or circumference.
In case you don’t know, the latter is not of sexual reference. By definition, a circle is round.
Have you ever visited your marquee tools or done a stroke? What is a line circle? Is it similar to a line square? A line triangle? What is a line?
Do you know what pi is?
Have you ever eaten one?
Does 3.14159265 ring a bell.
Do you know what a radius is?
How many 7th grade classes did you skip?
I assume you inhaled.
Do you own a manual?
Perhaps you can chant: O come O come a manual.

Use the Circle marquee under the marquee tools Then stoke the circle. Look up stroke in your help.

Every other graphics program, making a circle is child’s play. But when I first started out in Photoshop, it took me three weeks to figure out as to how to make a freaking circle.
The key word here is "Stroke". Although PhotoShop is now easy for me to use, for a beginner it is definitely not intuitive if you have used other graphic programs.
