How can I select areas of an image based on brightness/luminosity?

For example, assume I want to select all areas that have luminance levels of 200 or greater.

Find pure white and wand with tolerance 55? Or use info to determine intensity of a certain point over 200 and use wand tolerance to select down to 200, then another to select the highest if needed?
