Units & Rulers Drop Down in Preference isn’t there…

Under Edit, Preference my Units & Rulers selection is not there. This in on a new install of 7.0. I can use the View Rulers and then right click on the ruler to select Inches instead of the default pixels but that seems like a long way to go about it. Also, with this install, under Image, Image Size, I do not have the option to change the Document to inches – this is what I need. Is there something not turned on? Do I need to uninstall and re-install?

my Units & Rulers selection is not there

Do you mean that it is neither in the menu, nor in the dropdown list if you pick "General"?

Have you applied the 7.01 patch at the top of the forum?
