7.0 Toolbars

I am just "jumping the gap" from Elements2 to Photo Shop7. My 7.0 interface is not displaying a familiar "middle" (second of three) toolbar with icons or buttons for adobe, new, open new, print, printpreview, save, e-mail, internet tools, etc) In APSE this toolbar lies between the options for tools toolbar and the standard menubar and is customizable. Is this toolbar available in 7.0? I cannot find where to enable it. Thank you forumhelpers.

No, Photoshop does not have a button bar.
